a) shall not be subject to the payment of the fee retirees, pensioners and all those who can prove that all their earnings by all the concepts, equal or lower than the minimum wage and do not live at the expense of other person, on the contribution of the statement of income tax of natural persons or certification of not being subject to the obligation to testify.

(b) shall not be subject to payment of the supplies of environmental information between entities and bodies belonging to the public administrations, with the exception of the constituent entities of corporate governance.

(c) shall not be subject to payment of the deliveries of copies or photocopies to the issuance of documents, agreements or background in the offices or municipal files relating to the heading 1.2 of the fare, as well as those relating to cases of urban planning and environmental information, of less than 20 pages of DIN A4 format, and the dispatch of such information through telematics.

(d) will not be subject to the rate, the issuance of certificates that are dealt with under the municipal social services, when the same objective is to the accreditation of a possible difficult economic situation and/or social origin.
